Why don't more people use their attics as bedrooms?

1.Because many people use Attics as Attics
2.Because many people prefer using actual bedrooms instead of attics.
Besides, attics usually don't have alot of insulation, are not pretty enough to satisfy a normal person's living quarters, and there's just so many reasons. I mean with the proper cleanup and other things it could be as good as a bedroom, but usually attics are best kept as attics, and bedrooms best kept as bedrooms.

Our attic is accesible through a very small hole in the upstairs ceiling. It is NOT easy to get to. A major re-do of the house would be required to make use of it as a bedroom. The expense would not really be worth it.
Most attics are not designed to be occupied. Joist dimensions 2x4 instead of 2x6 etc. ~:(
That's the way they used to do it in the old days. Just take a look at older houses and note all the "dormers" you see. The most cost effective construction is multistory houses or commercial buildings because once you've got a good foundation, you can just keep adding more floors. Of course the attic in homes tends to be hot in the summer due to it's proximity to the roof and hot sun. But there are new roof construction and insulation techniques that can keep attics cooler in the summer. So I predict with building costs rising that we'll see a revival in the efficient use of "attic" space in house construction. However our aging baby boomer population doesn't like to climb stairs, so that is one off setting trend.

Actually, quite a few people do convert their attic space into a bedroom. (or other living space) Mostly depends on the amount of available space in the attic vs. how big a room you're trying to create, and whether there is sufficient space in your current living area for a stairway to provide access to the new room, if created. Due to building code compliance and permitting requirements that vary from state to state and city to city, I would recommend seeking advice from several qualified construction contractors in your area if you're seriously considering it. I think that attic would be perfect for a newly married couple, but if you are not and you like it, you want something more private, then do it! I don't see the reason why you shouldn't use it as a bedroom, if you like it.
