what is the technique using paper bags and a finish to look like leather on furniture?

It looks great! You need to tear up the bags but don't use the folds or glued parts. You can use Elmers glue or a decoupage mixture. I used glue. Just start by putting glue on the cleanned top of the furniture about one foot at a time. Then tear, crumple and smooth each piece and stick them on the item. Overlap and turn the paper dif ways to create the look. You can use inside and out of the bag for a dif texured look. After you have it all covered go over it with a mix of glue 3/4 and water 1/4 and cover it well. Let it dry and keep checking over it to make sure it is all sticking down. After the whole piece is dry throughly, take a stain( or I use acrylic paint watered down)and wipe it on with a cloth or brush but make sure not to soak it. When this is dry you can put a polycoat spray or brush on finish or a varnish. You will need to make at least 2 coats of the polycoat to protect it and make it last. I made my grandson a notebook and everybody thought it was leather! It is still looking good after 2 yrs. I also saw this done as a wainscoating(3 ft or so of the bottom of the walls) and it looked great! Best wishes!
