carpeting is your best option, second by decorations or better lighting ( a common problem), if you have a little bit more money, try putting in a dropped ceiling and sealing the foundation.

Here in the dollar stores they sell adhesive back tile squares that are very inexpensive. Check the size of the area that has nothing now and purchase these tiles in a color that compliments the carpeting. There is no way that you can make it homey without spending a little money..
Decorating without spending money is downright difficult, or next to impossible. But, it can be done, with a bit of creativity.
Talk to several of your friends, ask them if they have, or know someone who has unwanted furniture, or pictures, or area rugs, lamps, etc. A friend of mine did this to his whole place once. He obviously explained his situation, and said that this way whenever the friend that gave a particular piece of furniture to him came over, they would see a piece of their old home, and feel more like home, and comfortable at his place. He had so many things to choose from! Collect a few things to place about the basement, until you have the proper $ in your budget.
Area rugs, and paintings will make a huge difference in breaking up a monotonous room quickly.
