If you don't mind slightly used bookshelves, try craigslist.org and then select the major city closest to you. That will connect you to your city's website and under for sale there will be a furniture section. I have sold stuff on there and know people that have purchased items from there as well. It's a great resource for people to collect and unload belongings! (It's also got job listings, apartments, etc. Definitely check it out!)

The quickest cheapest? Cinderblocks and wood planks, some latex and a brush. Voila! ( You may want to glue some material to the floor contact end of the block in case its bare floor you don't want to scratch. )

You'll want to use a hardwood or metal, not laminate board (the ikea stuff made from saw dust and glue). That will prevent sagging in the middle. You can get good shelving at Home Depot or any furniture store. You can DIY if you want, but make sure to by sturdy wall mounts and braces and use strong molly bolts. Be prepared to spend some money, good shelves that aren't laminate board do cost more than most. But you get what you pay for.
For a really cheap method, you can use cement blocks and stack them to create height and use solid wood for shelves. You can wrap the cement blocks in fabric and stain the wood so it looks a little be nicer...

Docent Storage combinations are cheat and very durable.

I also have other shelves from Ikea throughout my house.
have never had a problem with any of them. However my Docent shelves are the ones I have placed the most weight on.
