how to finish the concrete wals of my basement.?

I'm in Colorado so I have floating floors. Walls must be floating if framed.

When we lived in Denver, we had a finished basement. I remember the floating floor. I believe the builder cast a lip on the inside of the wall so the base plate could be supported from below.

If I were you I would consider bolting a partial sill plate (a 2 x 4 on edge ) to the bottom of the wall and then glue and bolt a conventional 2 x 4 framed wall to the concrete with the bottom resting on the sill plate. You would have to knotch the bottom to fit around the sill plate but that could be done.

The other way would be to use a 3 x 3 inch angle iron bolted to the wall to support the framing. Better but maybe more expensive.

You could attach 2x4"'s with concrete anchors and construction adhesive ( use both ) wide side against the wall. This would allow you to attach drywall to the studs without a base plate as in traditional framing. You will have to use shallow electrical boxes for all of your recpticles

One piece of advice - if you are the homeOWNER and may be selling anytime in the not-to-distant future, I would avoid making any changes that it would be difficult for a potential buyer to look under/behind. The basement can hide a lot of secrets/problems in a house; it's best not to invite suspicion. If you're in the house to stay, go for it!
