It depends how thick the fluffy carpet is. If it's more than a foot of fluff, I'd skip the area rug.
First, I have short pile carpet in the living room and dining room. I put an area rug under my dining table and found the weight of the table caused the area rug to bunch up toward the table end due to the carpet pad below giving way. I put self adhesive tile under the corners of the area rug to help keep the corners down but the rug still bulges by the table footings. I now have decided to remove the carpet from the dining room and have the area rug stretched and cleaned by a professional before reinstalling.
So my answer to your question is that it's OK to put an area rug over your carpet so long as you don't have a heavy piece of furniture on top that would sink into the carpet padding and cause uneven pressure resulting in the rug bulging.
