Answers: If the parquest tile is coming up of buckling I wouldn't install hearth rug tile over top for it will also come up. If this is the case I'd dance with a floating floor or demo the floorboard to the subfloor.
If the wood is in VERY dutiful condition then budge ahead with the hearth rug tile
Carpet tiles are a good choice.
Don't form work for yourself. If the parquet is contained by fair shape merely go over it. If its over a plywood subfloor, you can fastener down any loose pieces or staple them down with a crown stapler. If the tile is crappy and layed over a cement slab, you have to verbs it up.
(Stay away from snap together laminate flooring unless you're planning to sell.)
