be creative, i suppose. use what you have, recycle, go to garage sales, etc. imho, the best and cheapest way to do it is to hang posters.
Paint can do magic to a home. Find colors that are neutral and have country and rustic charm. Then find a antique store or country craft store. Decorating country can be either very expensive or very cheap. Once you get the idea of what looks good, you can go to any yardsale or goodwill and find things that will make your home beautiful. Good luck.

First, pick some neat paint colors for the walls. Painting is not too costly, just takes practice. Dont make everything too matching...looks cluttered. I think tailored is in rather than lacy, frilly, or gathering of fabric. Try some re-sale shops for accent pieces such as vases, pillows, frames etc. Look in the phone book for nearby shops as they are popular. You can also bring in things you no longer use and have a credit. The shops are clean and carry discounted new items as well. Have fun.
My house burned last March. So I didn't have anything and had to start over. I hit dollar general, fred's dollar store, garage sales, and the thrift stores. I used shower curtains (the outer decorative ones) for curtains. I also bought a few yards of cloth that I like, some of that hemming glue, and draped it over rods in the main parts of the house. Watch shows like trading spaces where they find cheap ways to update things like adding beads to lamp shades, painting used chandeliers, making slip covers, etc. Take it slow, and buy a little at a time as you find a good bargain. If your money is tight, having a decorated home isn't the most important thing!
You'll be surprised at what you can get at Walmart, Target etc. I love the clearance items. As far as paint or wallpaper, Home Depot has an "oops aisle" where paint and wallpaper is very
inexpensive. I got 2 gallons of paint for $1.00 each!! I love wallpapering, I've found a website "wallpaperdiscount.com" that has rolls of wallpaper for as little as $1.99 each. Yankee Trader in your local newspaper is also a possibility to. Just have fun!
Paint, Check out Lowes paint section, sometimes they have paint that was custom mixed but customer brough back $5.00 gallon. Also check dumpsters at Apartment Complexes around the end of the month, People move and don't want to pack all their belongings. Another good idea is to walk in the woods. Sticks, tree branches pine cones etc. Branches can be used to hang curtains, pinecones can be made into valence by gluing them onto a board(found at construction site dumpster)

think like wearing ur clothes. coordinate, set your mood. stop when you think that feels good already, don't add up (unless necessary). take away all stuff that don't decorate but clutter. frame some cut wall papers, hang on the wall with contrast or plain color. best idea, what would u like to see if you visit your best friends house? i know...easier said than done.
If you have a mix match of furniture you can bring it together with throw rugs, blankets and pillows of the same colour. If you are into painting generally all furniture can be painted providing you use the correct undercoat and paint; and you can do it piece by piece.
