What is the best way to remove wallpaper that is really stuck.?

OK- I bought a 1920's home and totally remodeled it and I NEVER want to see wallpaper again. I tried about everything. But, what I found that worked best was a combo.
Don't waste your money on the DIF wallpaper remover. It doesn't work.
1. If there is more than one layer, go ahead and use the paper tiger. It shouldn't damage the walls in that case.
2. Go ahead and try to peel off the top layer if you can (the printed part of the paper. It is generally not too hard just to peel off)- then it should just leave the backing of the wallpaper on the wall which is much easier to remove.
3. Mix equal parts of Downey (splurge on the Downey- generic don't work) and water in a spray bottle. Saturate the area.
4. Rent or buy (they're not very expensive- I got mine on Ebay) a Wagner wallpaper steamer. They are worth EVERY penny. Steam the area you already saturated. Use a scraper to remove.
That worked in most of my rooms. however- a couple rooms had 80+ year old wallpaper which was hopeless to remove ( I swear - they must have used cement to put it on!) and unfortunately we just had to drywall over that. :(

use a steamer. it's the only way. DO NOT, i repeat, DO NOT buy what they call a paper tiger and scour your walls with puncture marks that will damage the drywall. If you cannot rent a steamer or are not comfortable doing it yourself, hire someone to do it for you. get 3 quotes and take the person you're most happy with judging by their price quote AND explanation. Do not pay a worker by the hour. Get quotes only by the job or else they will not be motivated to work effectively.
I haven't tried this, so your mileage may vary ... one trick I've seen used on Sell This House is scoring the wallpaper so liquids can seep through, then spraying it with fabric softener. You let the fabric softener sit for awhile and loosen the paper, then voila (or maybe argh), it starts to peel off.
If you do a search on "sell this house fabric softener" you'll see different sites where people talk about trying this and how to score/perforate the wallpaper.

I've had really good luck with white vinegar and HOT water. Make sure you perforate the paper before you spray. Good luck.
Put "Downey" fabric softner in real warm water, in a spray bottle, spray the old wall paper, let set for a few minutes, it will tear off alot easier.
I have also had great success with just vinegar and water - but really soak it. It's cheap and better than any so called wallpaper removers I've tried.
