Try using a razor blade to scrape it off, but be careful!
A single-edge razor blade.
You can use a plastic spackle knife or even a credit card paint isn't hard to get off you can scratch it off with your nail.
You can scrape it off with your fingernails if you are really patient. otherwise, turpentine or paint thinner should work.
Try the Mr. Clean Eraser. It cleans just about anything!
Depends on what kind of paint, and what kind of mirror. There is the old scraping technique, or mineral spirits, or just water and lots of elbow-grease.
Or, if it's a lot, and you don't want to bother, just make a design out of it.
So you don't damage the silver that makes the reflection, try a stiff piece of cardboard a scrape it off. If that doesn't work go to Home Depot and ask what they recommend using.

Razor blade or a product called Goof Off. (NOT GOO GONE!)

The Goof off will pretty much melt the paint off.
