Can I paint a flimsy color over a dark color when fine art a room contained by my house?

Answers:    Yes, definetely. Your local paint store or hardware store has primers that can be tinted within the shade of the color you want the room to be when you are done. This gives you a start on the up to date color. Depending on how dark the prehistoric color is, you may have to use two coats of prime first. Always paint muted coats, especially with prime. Once you are primed and the weak color is mostly covered, use the paint in the color you want. It will be somewhat extra work, but going lighter presents that type of problem.
Sure, but you will undoubtedly need two coats.
