What would cause a shower to spray without the diverter on?

I installed new price pfister valves and added a shower to what was only a tub.when i turn the water on the shower sprays.when i pull the diverter it gets full pressure.I'm stumped.

Answers:
The diverter is not closing, perhaps dirt or manufacturing defect?? Easy cure that will save on water usage should you desire,, install a valve at the shower head. These little jobs are cheap and easy to install

Other answers:
The diverter blocks off the regular flow and 'diverts' water to the shower. Perhaps some part is too big or the water pipe is too small causing a partial divertion of water even when the diverter is not applied. Might look at the paper work that came with your added hardware and see if there is a clue there.

Make sure you didnt install the valve upside down. If you did not then you have a faulty diverter spout.
