What would cause a shower to spray without the diverter on?

The diverter is not closing, perhaps dirt or manufacturing defect?? Easy cure that will save on water usage should you desire,, install a valve at the shower head. These little jobs are cheap and easy to install

The diverter blocks off the regular flow and 'diverts' water to the shower. Perhaps some part is too big or the water pipe is too small causing a partial divertion of water even when the diverter is not applied. Might look at the paper work that came with your added hardware and see if there is a clue there.

Make sure you didnt install the valve upside down. If you did not then you have a faulty diverter spout.
