Use the following method.
Score the paper lightly (You don't want to damage the wall too much) with a Stanley knife (The ones with non-retractable blades are best) in diagonal lines at right angles to each other.
Soak the wall overnight.
Hire a steamer and steam and scrape the wallpaper off.
Sand the wall to remove the last shreds of paper
Fill dents and cracks in the wall. Use poly-filler for small cracks and a lightweight filler for deep holes. Make sure you overfill the holes
Re-sand the wall
Paint the wall white with primer when this is dry you will notice many imperfections you missed before. Fill these and re-sand
Two coats of undercoat and two of top, sand between

Make sure you get all of the old glue off frist. walmart has a glue remover you can buy.
Rent a steamer, some of the paper will fall off, the rest you can scrape with a flat bladed putty knife or a wallpaper removal tool.
If that doesn't work you can try to paint over, but it will likely look bad.
A third alternative is to dry wall over the current surface. Because of expense & trouble, I don't recommend that until you try the first two.
Four -- you can hire someone to skim coat over the paper this will give you a smooth texture. But it's difficult to find someone capable of doing this well.
Five -- hire someone to spray on a stucco-like texture. Ask for reference first and call them to be sure these guys know how to do this right.

You can prime the wall-paper with either Shieldz or Bulls Eye 1-2-3...try two coats of the primer, then your normal two coats of the paint...if the seams in the wallpaper are visible after the primer, try using a flat or sating paint to hide the imperfections.
you need four things; a steamer, chemical to release the glue, a scraper and a scoring tool. Zinsser makes the chemical, called Dif, or you can use hot water and vinegar. Zinsser also makes the scoring tool, use it gently to just go through the paper, (and not dent up your walls) to allow the chemical to penetrate.
Score first, spray chemical, allow the chemicals time to soak in, steam, scrape.
