I would agree that the phone book would be your best option; however, I grew up in Baltimore on the north-east side in Parkville and I seem to recall a nice dress store at the intersection of Belair Rd. and Joppa Rd. (next to or near the Diner). I think they might be able to help there because they had a sign that said something about custom made dresses. Otherwise, looking in the yellow pages for a seamstress wouldn't be a bad idea; nevertheless, I would probably elect to say that with a little more finess than the person before me.
