can you paint a laminate countertop and seal it so it doesn't peel?

Are you wanting to change color or just improve the appearance? Formica can be cleaned up a good bit by using a car finishing compound if there are a lot of light scratches or surface stains.
I recently polished my wife's craft table top that is Formica by lightly sanding it with 220 grit sandpaper and then used auto compound to polish it. I removed a lot of paint, glue, small scratches and it looks also new.
You do have to be real careful because the surface on Formica is very very thin.
I would never expect a paint application to stick to Formica for any period of time.

If you get a primer called Gripper, it should hold the paint very well. you will first need to clean the surface with a liquid called TPS. The Gripper seeks it way into smaller pores in any surface to stay where you put it. As far as sealing it, you may want to use some type of marine paint if the surface will be wet all the time, or ask you local paint professional about type of paint. You can buy the Gripper primer and TPS from Home Depot or Lowes.
First of all why would you want to???
If it's a kitchen counter top,,, food stuffs will come in contact with it. Laminates,,,IE, Formica are the surface, meant to be used in that manner. Painting over them is a journey that will fail.
Removing Mica is relatively easy, and/or covering it with a new surface. PAINT is not a good idea for any high use area, horizontal or verticle...ESPECIALLY in a Kitchen.

yes apply a bonding agent first,then paint with latex and then paint or spray a sealer on it.did mine looks great
Ever1wolf is right. Kitchens are high traffic areas, especially the countertops. Paint cannot handle that kind of abuse. It might look nice for a short while, but it will not take long to look like a mess. Plus the fact that countertops are food prep areas, and most paints are not suitable for contact with food.
I've had over 20 years experience with remodeling and have seen just about everything, including countertops that people have tried to paint, it's just not worth doing.
Forget about answer from me....But, i confess...its a good question.
