Have you fertilized them lately? I use a Rose specific fertilizer, about every 30days or so.
Also mulch is important. Do you prune them back in the fall?
Also, when you cut them cut them on an angle at a leaf with five leaves pointing backwards.

Feed them with rose food, Miracle Grow Rose Food is good; and water regularly.
Make sure you deadhead your rose bushes!
Give Dried fish powder to get plenty of full grown roses.
You need to remember to cut out the dead flowers, fertilize with rose food, and prune the branches in winter. Good luck.
