Looking for cheap ways to decorate apartment. any tips would be welcome?

there are a ton of things that you can get for cheap go to goodwill or garge sales find things that look like what your looking for and just paint one wall the same color as it and there you go or go all white with another base color
Paint is cheap.

The "Minimalists" look is chic, modern and since you don't need a lot of furniture, cheap.
try some handicrafts or put some fragrance candles all over the place or try some wrought iron furniture... or try to make something with ur own creativity...for eg.

use a paper egg tray, colour with various colours or in patterns, then put small cut mirrors on the various mounds of it and on the sides hang plastic tubes with small christmas bells...

try paper mache artifacts which are quite cheap... try chinese stuffs available in the market like face of buddha, laughing buddha, or chinese lanterns, chimes... !!
I made a coffee table that turned out great. I bought an old glass table top for 20.00 and put it over another that was from a very ugly picnic table. In between I put a tablecoth that matches my living room and dozens of pictures of my kids and my bf's nieces and nephews. They love looking for their own photos and they can't break them
I should add that I cut down the table base to the same height as the couch.
