I have been asked to submit floor plans by township for finishing basement. Can I do it myself?

NPT, I would say that it depends. If you have some diy experience and are adding some non-structural details such as non-bearing walls, electrical, drop ceiling and flooring - I would say you should be able to draw something out fairly easily. Remember your outlet spacing requirements, any water intrusion issues, energy and electrical load calcs and a typical wall section in your plans.

If you need to move a lolly column or load bearing post or wall, hire a professional such as a licensed engineer or architect. Actually, your building department would probably require plans from an architect or engineer if you were doing this anyway. I know that we would.
