Is it smooth? if so, use a obedient primer first then paint.
Is it ruff and hold lots of crevices? Caulk holes and sand it. then prime and paint it.

I only just read one of your answers and I just did my Mom's house, you do not use caulking and nearby is no need to delicately sand it unless there is a interpret finish on it (which I doubt). What you do is fill within the groves where the panel meet beside wood filler and that you would lightly sand that module of it. This is one look, another is to leave it approaching it is and prime and paint it. Priming is well worth it, it make the paint look it's true original color and the paint will later longer. You will use less paint. I would use eggshell finish paint verse flat it is a type interior designers use and works great and your able to wipe it down minus the gloss of semi-gloss. When your done you will own transformed walls, painting the paneling is one of the best things you can do to augment your house without the huge expense.
