It sounds like you want Tulle fabric, you can get white or any other sheer color at walmart. Lots of times it is on sale for .89 a yard.
You can drape it around your windows, add some dried flowers to the corners, will give a victorian look, which can be quite romantic.

I just did that myself. They have the netting on a round frame that you hang from the ceiling at Ikea for $20, it has been on sale for $10. They have curtains made of the same material for $5.
As far as other ideas, put dimmers on your lights and invest in high thread count sheets.

I love the other's ideas and also would like to add keep things simple. Don't overdo the decorations. Simple lines perhaps. Try antiquing a piece of furniture or a lamp by painting it and then sanding it down some. I don't know what your idea of romantic is. But mine is like something old mixed with something from the sea.
