get rid of the wallpaper. Paint is cheap.Do it her favorite color, if you don't like it shut the door. But guarenteed it will make her happy!Go to a thrift store, they have curtains!
If the wall paper is thick (one on top of another) removing it could be a major week operation. Painting over it makes it harder to remove later.

Spray paint the shades a dark color so tweety doesn't show through on Saturday morning or sew and tack some replacement fabric on the hardware.

13 year olds are very creative and colorful. I would paint but give her a budget, and see what she comes up with. I once glued a light fabric as wallpaper on the walls and then let the chalk, craypaws, and poster paints go crazy. Wow! Even drew frames for posters! Things on the wall were held up with straight pins. After the room was outgrown, the cloth came down easy (dry) and no paint residue was left to bleed through the next paint job. Normal wall paper paste was used.
take down the stuff w/ sylvester & tweety, then paint the walls ur fav color and get curtains and stuff w/ a color tha looks good with it dont make everything blue
take off all the childish stuff and paint the room white with white lace curtains and cream shades. Get a royal blue throw rug, spread and paint a plain wood chair and desk blue. Get assorted pillows and throws in all shades of blue. Put up a bulletin board and pictures of favorite times in school with your friends. Put some games on the bookshelves and have your music things there and a small personal tv. Use a desk that can be sat at on either side. have a second wood chair in cream white and blue print cover for the back and seat. A friend can come over to play games and do homework. Get a good light and a few plants and a beta fish and a bird. makes it a real home.
