How long are sheers supposed to be on a window, to the floor, touching the floor, past the floor or above?

sheers look good when they put 2/3 inches above floor. Obviously the length depends on the window's width and height. For a single window , not more than 3'/4'wide, often a long sheer does not look good.
Of course sheers and drapes should be same length.

There is really no hard and fast rule. It is really your preference. Also it depends on the look you are looking for. Formal, casual, or country. I have seen the curtains in a country home that just fall a little past the window ledge. Looking in catalogs and the different room styles is also a great help.

If you want the ceilings to look higher, go just to the floor (you can even hang them above the window frame just below the ceiling to gain even more visual height) If you want romantic, go past the floor by an inch or two so they flow a bit. It you like the proportions of the room already have them cut in line with the lowest poart of the window frame. There is no hard and fast rules, just aesthetic goals/tastes. Good luck!
I think it is your preference. I have some sheers that are about 4 inches from the floor. I can't lower the rod because they would barely cover the top of the window. They are standard 84 inch and I'm not willing to tailor them. I think how they look around the window is more important than the floor. How many people look at the floor anyway!
You dont want sheers touching the floor. #1 Because they will get dirty fast and washing stains out of sheers is nearly impossible. #2 They can pull on your fixtures and break them causing holes where your rods are attached. There is no rule, my sheers end just below the window molding below the sill. Depends on the home, kids? pets? these you have to determine what you want. Anything goes.
