Take an inventory of yourself to start. What colors make you happy or do you wear most? Don't let anyone tell you any color is inappropriate because there is always a way to work it in without being obnoxious. (Black is my favorite color and paired with gold, elegant, sophisticated and fabulous, so I'm told!)
How do you want the room to function? (i.e. sleep, study, storage, etc.) What does the room need to have for it to function well? (i.e. desk to study, storage for clothes, comfy bed)
What part of who you are do you want the room to reflect? (i.e. my creativity, my travels, my knowledge, my heritage, traditions, ethnicity, collections, hobbies, etc)
How long do you want whatever you choose to last? Do you want to come home from college and be reminded of when you were 15 or do you want to bring your new spouse there for him to get a sense of how you developed to the person you've become?
What is your style? Traditional, mid-century modern, eclectic, asian, high tech, etc.
What do you absolutely HATE? For some it is patterns, for others it is glass, metal, certain animals, etc.
What makes you happiest? My husband loves art, so we try to incorporate that into every room we design in our home. For me it is dogs, so all of the fabrics, floor, window and wall treatments need to be dog friendly.

You should go with warmer pastels since you want bright and welcoming. This way you can get bright and you can also get serene, in a modified way. :) Hope I helped.. Just for the record, my young girls share a room and found that black with bright pastel flowers on it was their thing. :) Good Luck.
get a color wheel (its a little circle with colors on it... (but the color that are acros from each other are oppisite colors) and the color you put on one side of the room put the opposite color on the oppisit side of the room...(this can be done with walls or pictures or even have a blue comforter and orange sheets...(blue and orange are opposite colors) this way youll have as many colors as you want...and it will be bright and cheery!
another idea is for one of the wall take a roll of cork (you can get it at home suply stores for pretty cheap ) and cover one whole wall with this...its like a huge bullitan board for all of your picks and such stuff you think is neat
That's a good project. If you go to home depot you can find paint samples called paint chips. Bring some home and put them up on the wall so you can see the colors in the lighting of your room. Also, look in home decorating magazines to get some ideas.
You don't have to have a specific theme. Eclectic is good. Find ways to display things you have collected and hang prints or pictures or photos that have special meaning to you.
If you buy paint on sale make sure you have enough to finish the entire room and have just a little left over for touch ups bcz you may not be able to match it later on.
Hang a bullitin board full of photos and movie stubs and concert tickets and stuff that reminds you of fun things you did with people you love.
Throw a colorful contrasting cloth over a chair to add highlights and add brightness.
Some light colors like periwinkle will add brightness too.
Hang some reflective crystals in the window to cast rainbows on the walls from the sunlight coming in.

It's hard to know where to start. But, start by answering three questions: What's my favorite color? What is my favorite activity? What's my favorite movie or book. This should help give you some color schemes to think about and then themes for decorating based on your own individual personality. Hope this helps.
