start by buying paint. and maybe a brush. sometimes sponges work really nicely to give it some texture. stencils can help for designs too.
Get some paint sample cards. Paint it two colors for contrast. Like cream and green. or burgandy and cream.
Well my mother-n-law just repainted some dresser for me. They were just old wood dresser. First she sanded them then she painted the whole thing white. Then she rolled on some pink paint (you can choose any color) and got a plastic wal-mart sack and waded it up in her hand and wiped some of the paint off leaving some of it on. After she did that to the whole dresser it lookes really good. It's called "ragging"
If the dresser is in good condition, you need to strip off the old paint before you treat it. Go to Home Depot and tell them what you are going to do. They have really good stuff to do this. And bring one of the knobs on the dresser. They have great knobs, all kinds.

It is an easy project. If you finish it, you will be hooked on refinishing furniture. You will want to do more.
Good luck!
I have an old dresser that sat in my mom's basement for years. It has great architectural details on the front but the finish was nasty. I stripped the paint from it and found that the drawer fronts had been replaced with really ugly wood. I painted the sides of the dresser and the trim around the drawer openings with a wheat/linen colored wall paint. On the dresser top I used a polyurethane stain. To disguise the ugly drawer fronts, first I stapled on quilt batting then stapled fabric which coordiantes with the paint over that. New drawer pulls and it is a fun funnky storage piece in my family room for DVD's, etc
Crackle would look great sand paint and crackle
