you should. the only bad thing is if you have a flood you have to rip it all out bc mold can grow in it if it gets wet.
i have insulation going up the walls but it stops 2 feet from the floor just in case i get another flood in my basement.

There is no specific building code that states the need to insulate a concrete foundation. It has an intrinsic R-value of about 13 a minimum allowable level. The dampness associated with masonry walls is the real problem. A dehumidifier and floor level sump help with this. The other responses speak of polystyrene insulation. This is the best bet but keep it off the floor by about two inches to prevent it from picking up moisture.
