I very much doubt it. Towels can be heavy on there own, and people have a tendency to grab on to them, when drying off.
It's not that difficult to drill into ceramic tile, if you are careful. It takes some skill, and the right drill, to do the job. The hardware store, will point one out for you.
Check the instructions, on the size dril you will need first.
Then you need to use a small punch, to break the glaze on the tile, and to prevent the drill from slipping.
The best bet, maybe to hire a handyman, or professional to do the job.
Can be a bit costly, so perhaps, you know some friend who's handy with this kind of job.
