The easiest way is to get a thumbtack or pushpin and a piece of string based on how large you want the circle to be. Attach a pencil to the end of the string and draw your circle, then fill it in.
You could also use a compass if the circles are small. That's using the same principle.
If you want the circles to be all the same size, then yes, I would suggest making a stencil using one of the methods above, and then using that to paint with. It will be quicker.
An easy/ cheap trick Ive used is to buy varying sizes of crochet hoops (those wooden things that hold the fabric in place for you) and paint away. Plus they are super easy to find.
