How do I make cafe curtains from a pub tee shirt collection?

Sounds neat. If I understand it is an actual t-shirt.
First wash, iron with starch (stiff cotton fabric is easier to work with)
If the T-shirt is wide enough...
1) Cut the back off following the seam.
2) Cut a straight line at the seam on the top (the collar to the end of the sleeve)
3)Fold 2 in. towards the back at the top and sew a straight line (that is where the curtain rod will go)
4) Cut of any excess at the bottom, fold 1 in. over towards the back and sew.
5) Fold over 1 in.over towards the back of the sides the around the sleeves, sew
If you want to have two...
Do as above but, cut the shirt straight down from top to bottom depending on how wide you want it(down the middle or as far as one of the sleeves off)
So when you are done it will look One t-shirt when closed.
If you do not want to sew use hemming tape and iron it on. You local fabric store will know what it is and it comes with directions.
