what is the best paint color for a 700 square feet condo.. I want to make it modern and spaceous?

There is no best paint color. I would just forget about the size and paint it whatever you really like because you cannot make 700 sq. ft. seem spacious. Everybodies definition of modern seems to be different so it is hard to say what you are looking for. I'm presuming that the space is basically one large living, dining, kitchen type space. I like the warmth of color, so I would paint one wall a focal color. If you have a wall that cover both living and dining then I would pick that wall. It does not have to be really dark, but just different than the beige of off-white of the rest. Make sure the curtains and other fabrics used in room go with this color (pick something that goes with any already existing pieces that you are not going to replace). I like a nice smoky blue or grey if you like modern. Add black painted wood or very dark wood for tables, chairs, picture frames and shelves. Make a nice display of different lengths of floating shelves on the painted wall and display some very interesting modern objects. A glass coffee table is good for modern too and a pretty mirror (just don't stick mirror on the wall please)

I think mirrors can make a space look too 70's if it isnt done right, so be careful.

I would do a light color for the paint, whatever color you like, just pick the lightest sample. If it looks too light, it's ok because it will look darker in your space. Also, leave the ceiling white.
Light colors are best for making an area look spacious. I am thinking maybe sage or pale yellow. You can give a contemporary look by accenting with plum, black and deep gold accessories. I would hang window curtains from the ceiling to floor. Also floor lighting gives a dramatic affect.

and the walls a little darker white / off white
it'll make the place look as big as it's going to get
adding some mirrors wouldn't hurt either

If you haven't purchase furniture yet go to an IKEA store and purchase furniture that can be "nested". A three piece end table/coffee table set is one piece until guest come over then they separate out and can be placed anywhere in the room to have a place to set drinks or food (a lot of them have casters so they roll easily).

As far as paint I recently used Ralph Lauren's Green Rosette #GH57 and accented with bright white ceiling and trim. It is very comforting and gives a welcoming feel to the room. I continued with fabrics that are airy and light. It's breezy like near the ocean. This same color is also very popular with an Asian motif.
