It would depend on the boy... I would have to say a bright color for the walls like orange or ultramarine blue ... then I would find poasters of his fav. band(s) and hang them . as for the surfing pick up some what-nots of surfing related things.
white walls and decorate with framed posters of Reggae Icons and Surf scenes. Tiki God statues are kinda cool too. there are inexpensive surfboard throw rugs available on ebay. And poster frames can be bought at Target or craft store for around $20 or less on sale.

Do something simple with a bold statement... bold blue walls with a wide off-white stripe in the middle and a deep orange stripe inside of the white one. (Think about all those board shorts he owns). Accent the walls with large framed posters. You could hang an unusable, (or usable) surfboard from the ceiling - parallel to it, just a few inches from the ceiling.
