Choose a fun theme first. Then the decorating ideas will fall into place. Here's a cheap idea:

For a Pink Bubbles theme, all the food and decorations should tie into pink bubbles.

Flood your house with pink balloons. Have a bubble blower machine (find a cheap one at the toy store) blow bubbles on the porch or patio. Serve bubbly pink punch, a sheetcake with a bathrub filled with pink marshmallow bubbles. Or serve those pink snowball cakes. Make pink candied poporn and fill them to overflowing in a glass bowl. Tie pink ribbons all over the place. Cover your table with a pink and white tablecloth. Give pink bubble bath or pink bath salts as guest gifts. Tie with pink ribbon.

Have all the guests paint their toenails pink and then line up everyone's feet and snap photos for your scrapbook!

Play games with the pink balloons. Fill some with slips of paper that ask questions for the guest. Can be like truth or dare questions or win a prize type of thing. Take turns popping them to read the slips of paper.

A big black light would almost take care of all the decoration for you since it transforms a normal room into a party atmosphere.

aww, i remember when i turned 13! i bought a black light and a whole bunch of glow-in-the-dark neclaces and bracelets and glasses and used neon colored streamers. it was fun!
I wouldn't decorate! Food should be the first thing your friends see when they walk in the room. I would just put out bowls of candy, popcorn, chips, sodas, pillows and blankets. Then you can watch a ton of movies and enjoy all the food around the room! Everyone loves food :)

I just happen to have helped my daughter do this.. We went to a thrift store and came home with about 8 pillows .She dyed 1/2 the covers pink, and put them around...She also placed alot of pink and white large cotton balls around, and hung some from the ceiling useing my clear fishing line.. Pick a theme, something that is a common interest between you and your guests. Do you like fashion, the beach, a sport, a television show. Or you can go for something like a luau if you have a pool, or go with a retro party, like an 80s party that everyone has to come dressed up.
Make sure you have plenty of snacks to eat throughout the night. Ask your guest what they like to eat before hand and buy some of those. Maybe an Ice Cream sundae buffet. Get ice cream and all the fixings and let everyone make their own sundae to eat while watching movies later in the evening. Maybe some party games to play during cake and ice cream time. Maybe a "who knows the birthday girl best" or "truth or dare".
