You need an accurate waist measurement. The waist is where YOU have your jeans at, normally just above your naval. Next is the inseam. This is measured from the crotch seam to the length you would like the jeans. (remember shrinkage). Next is the rise. Most stores do not mention the rise. This is measured from the waist in front, to crotch, to the back waist. This is important if you are not quite the norm. I for one need jeans with a longer rise because the regular jeans for me become hip-huggers and do not sit at my waist, yet the length is fine.

If it's for yourself, measure n match the waist, and inseam, [the length of your leg from the top of the inside of your thigh down to your heel, sole or even 1/2 inch longer than your bare/stockinged foot]., to the jeans.
