I'd go with the orange. Think desert sunset when choosing your colors. Red, rust, yellow, scarlet....natural wood accents and accessories can give it the western feel(add a cactus): )
Cool colors, turquoise, greens, blues, purples will only make the orange stand out more.
You want it to look like you planned it right? Go warm and then add western in with everything else.

Off set it with more natural colors and accessories. Try browns, tans, earthy tones. If you really hate it, you can tile it, very easy to do and not to expensive depending on how large the counter top is.

i would love to see a picture! i would not be too afraid of a couple of orange accent pieces to spark and tie it together. orange glass pieces are my favorite ideas for a kitchen and i love your idea of contrasting turquoise/aqua with the orange.
if you don't already have a tiled backsplash area, that can be a great place to bring in colorful accents (a few of the tiles) to stand out against some neutrality.
