Push the clutter and crap to one side of the basement, and make your home in the other side. (Plants really do make a house a home - just use fake ones!!)

I would recommend some area rugs, if you can't carpet it. For starters.

first, have a yard sale to get rid of all the crap, then clean and sweep it out, then go to someone elses yard sale, to get some furniture, and move in

you could have a garage sale or find a freecycle group on Yahoo to get rid of your crap and then find new stuff at garage sales, resale shops, etc. that you like...

Then clean and paint everything. Maybe some rugs. Maybe wood panneling. A pool table, with a board on it so its a ping pong table too. Maybe build some walls. Put in a shower, hot tub, bathroom. Windows and light would help too.
Get rid of the crap. Chances are...you don't need it or even want it. Then paint, lay down whatever type of flooring you can afford (or just paint it) and buy whatever furniture you can afford. Just remember...Basements are usually dark and windowless. You will need good lighting (not too harsh) to make it less dreary.
Get rid of the clutter. Don't forget to buy a dehumidifier. I will probably get damp down there. Pretty much give it your personality. Posters paintings maybe some stuffed animals, make it looked lived in.

Call a contractor to build up actual walls so you don't see the cement on the wall. And the cheapest and easiest way to cover the floor is carpet. Clean up the mess in the basement, and decorate away with whatever you want in your new home.
ikea. try to reorganize stuff, and whatever you cant hide in cool organizational things, throw behind a room divider. as for the overall style, work with the concrete and try the whole industrial/studio vibe. modern furniture, lots of lamps and mirrors to brighten up the place- look for inspiration online, in cataloques and on tv.
Well..First clean out the crap and clean the floor. Get rid of any and all dust, cobwebs, clutter, dirt, from the ceiling and walls. Cover the entirity of the ugly concrete floor with a nice rug of your choosing. For the walls...which I'm guessing look pretty bad, you could do wall hangings, wall paper, or paint it, depending on how much time you want to spend...Then move all your stuff in. The key is neat and clean. A garage sale or LARGE donations to Goodwill and such organizations may help diminish clutter also...or just chuck it...A home is where the heart is!
start by cleaning the room out completely and throw anything you dont use or havent used in awhile. choose several different colors of paints that you like and start painting away. put your belongs back in a roomy way that you like them.candles always make a room feel more cozy when they are burning.
By either putting paneling or tapestry's on the walls. Also you could put a nice carpet down on the floor. Put plenty of lamps around with soft lights in them so it will give the rooms a warm glow to them. Place lots of photo's of family and friends on shelves and on the wall. look through stuff one pile at a time and throw away what you dont need or want to keep. put those things you want to keep in a container. select one area to keep those in until you find a spot for them. then decorate each room at a time, paint, add flooring, put cool furniture, make it a type of room (ei- bedroom, kitchen, living, etc.) put memorable things in each room, and find covers for the lighting. if there isnt any walls, only planks, add walls and doors....once your done, celebrate!

First of all, clear out all the crap you can. Some of it may be useful, if it's not dump it. Find ways to store the rest in an organized manner. If you can't afford to get or make shelves or cabinets, stack it neatly in one area and then put a curtain or screen in front of it. You can also use screens or curtains to separate part of the basement and create a private bedroom area.

Next, PAINT! Do something bright and light to compensate for the lack of natural light, and make sure that you put a water-sealing primer on first, just in case.

Put down rugs, and consider creating false windows (just a set of drapes over part of the wall, possibly with a light box or mirror behind it to improve the illusion). If you can afford it, you might consider putting down a wood laminate floor or carpeting.

Make sure there's plenty of lights, and hang art to brighten things up.

you can first...buy really cheap good looking large rugs to fill up the cement floor (so it is more comfy) then add an area that could be an office, or a game room, looking on the internet (and finding rooms that are basements...can be an insperation) paintings...help fill up ugly wall space.....and just add ur own flare to your basment...a great way to get rid of the clutter is to buy large containers and store all your stuff in them...and hide them somewhere that is not where they are not that noticable.....have fun!
