most landlords dont care if they know your a good tenant and as long as its not a dark color because it take more paint to cover it back up ..but always ask...then they proberly will say ok for sure.

Probably not. Look at your rental agreement or lease. You can always propose it to your landlord. If the owner/manager feels it is in the best interest of the property, he/she may allow you to do it. As everybody suggest you'll probably need to read the contract or talk to your landlord.
Technically you can do WHATEVER you want w/o asking for permission as long as you revert back all changes to what it was before you return back the apartment (when you actually vacate the apartment).
This would mean that as long as you are willing to paint the walls and then paint back to the color it was, then there is no problem. Unless you pick a color that is similar to what you have and in that case they would not notice.
You should ask your landlord, if you paint it in sensible colors the landlord may give you some credit on the next months rent. Make sure to get it in writing if it is approved so as to protect yourself from any liability.
i think you can paint the walls just ask the apartment complex what are their guidlines.i was able to paint my walls i just dont think you can change things such as carpet and cabinets .hope this helps
