What should I do with this boring old mirror?

The reflective portion of the mirror is actually painted on the back, and out of harm's way. If you use some caution, you can take a scraper witha single-edge razor blade, and carefully remove the old paint on the front surface without scratching the mirror. Keep the blade nice and flat, and you will have that mirror looking like new in no time!

Awesome was a "spray-all" type of cleaner in the 70's that the Jewel-T Man sold door to door. Back then the bottle was worth 7 dollars, now it's worth a buck. You can use it on just about every problem you have and works great at getting situations under control such as yours. (the gunk on the mirror)
As far as making the mirror clean and crisp, why not take some steel wool to the wood part and let some of the wood grain show through? It would be an eye popper to a pristeen room.
You could always go to the craft store and get the etching compund that they use on glass and use it around the edges where the tape was and make it look like it has a beveled edge. just leave an angled line in each corner to give it some depth.

Since your decorating your room....why don't you make a collage of the mirror...or you can put something on it that you would probably use in your room....
Well, first of all you need to sand off (please, not file) most of the previous paint job off. Then wash the whole thing using mild soap and water, and let dry. I find that using orange cleaner gets a lot of supposedly impossible dirt off things. Try soaking the tape remnants in that (spray on and let sit for 30 minutes, then spray again) then take a really sharp bladed knife to it. A box cutter blade will do. It won't hurt the glass of the mirror, and as long as you leave the back side of the mirror alone, where the silvering is, it won't affect the mirroring effect either.
Airboy Hoss has a good suggestion. You might also try WD 40. Spray on a cloth (not paper towel) and scrub the glass. Then clean the glass with a good glass cleaner. But the razor blade or a razor blade scraper should work.
Just an idea. If your problem is the sticky left by the tape, think about adding to the frame with additional molding. It can be affixed with liquid nails. The right trim, cut to fit and painted would make the mirror look like a very expensive piece; and no scrubbing and scraping.

If not--Go and get some tiles of different colors and patterns and cover with an old towel--smash with a hammer (use goggles for your eyes safety, and wear gloves for your hands) apply with liquid nail adhesive in mixed matched designs and then get some premixed grout and squirt around your pieces==to bond them-While the grout is still wet take a damp cloth and clean off the excess grout on tile face
Let dry and you have a work of art!

I think most of the suggestions made will work. I know for sure soaking sticker adhesive in orange cleaner will take the goo off and scraping with a razor will get just about everything else off. I suppose you could sand the frame and repaint it, or, once you get the mirror clean you could get some Etching Cream and some stencils (like flowers or corner decorative ornamentals and such) and etch a decorative pattern on it to give it some elegance. It's very easy to do. You just rub the stencil where you want it, paint the cream on top and in about a minute wash it off and it adheres like magic. You better be sure you want what you put on there though because it WILL NOT come off. Good Luck.
