Well, if you don't want to sand, then you can use a stripper-type chemical. It's much more work because you have to brush it on, scrape it off, and repeat.

Buy a good random orbit sander at Lowe's or Home Depot. I have a Porter Cable and it is wonderful. You could have the entire kitchen done in one afternoon and with a random orbit sander, you won't have any scratches! About $60. (Since you are painting, you really only have to remove the shine, not the entire stain).

you do a half a*ssed job painting them you're gonna get half a*ssed results. do it the right way the first time otherwise you'll be doing it again and again.
The best way to get the best results would be to take the time and sand them to get out all other chemicals and imperfections. Of course this ends up being a time consuming procedure. There are paints on the market that claim that you can use them over other paints and they will stick without having to sand. Of course, if you have imperfections in the wood or material, those imperfections will show right through (high and low spots will still be noticeable).
If you want it done right, you need to sand them well.

Clean thoroughly to degrease, sand all surfaces, prime, sand then paint your topcoat. Use an oil based paint.

There is a product called Liquid Sand you paint it on and wipe off. It cleans and sands at the same time and then you can get a good bond with the paint so it won't be peeling off.
You're best bet is to sand them but if you really don't want to. You can use Kilz. You can get that at any home improvement store. It really works if they are really dark you may have to put two coats on them. Good luck with your cabinets.
