My dad taught me....use a sponge which is not abrasive, but will help get the pot clean. Use lots of warm water. Its important that the pot is clean before you put a new plant in it.
If the pot is stained, you can treat it with "Pot Permang" an old fashioned remedy. Or you could paint it, either the same colour, or the colour of your choice.

If the problem is hard water stains or deposits soak it in vinegar. It is a mild natural acid and will remove the deposits. Rinse well and it should be as good as new.

You really don't give enough detail, and the first answers are certainly valid.
Terra cotta pots are porous, and subject to staining naturally.
Soil stain intrusion, algae, mold, hard water deposits, etc. all attach to terra cotta.
You might try spraying with bleach or muriatic acid if the stains are algae, perhaps a detergent solution, with an algeacide, let soak and use a stiff brush to scrub.
If the pots are small enough dip them in the cleaning agent in a plastic bucket.
If they are large, then I'll assume you don't want to spend to replace them, but terra cotta pots are the best, and usually don't cost much different than Plastic.
In any applications use caution, rubber gloves perhaps, do not mix chemicals, and rinse thoroughly.
