If you need plans of some sort, then go to an architect. He/she will listen to what you want, give suggestions on what would work and what would not work and then provide you with a plan that you will need to then give to your contractor.
An architect is the best way to go when building a new house or doing major structural renovations, since they often work together with an engineer(he will make sure that whatever is being drawn can actually be built according to safety code.)
However, if you want more superficial advice (how to decorate a house) an interior designer is what you need.
