you really need to talk to an electrician about this or an electrical engineer, they are the ones that really make the final plan for electrical. architects can only show a proposed location for light fixtures and switches, but electricians make legit plans according to the infrastructure of the building.

talk to the architect, and show them where you want plugs, phone plugs, etc at...I recommend putting more than you think you will need, put two quad plugs behind any TV, along with a phone cord in case you have dish network or direct TV...that way you can order movies on the phone that way...don't forget about Internet lines, and pre-wire for surround sound even if you can't afford the surround sound system yet...it'll be worth it in the long run...oh and don't forget the security system, a must have!

First you must know what is allowed through code. The National Electric Code book can help, but still you would need approval from your local jurisdiction. After you know the code then you can start placing outlets, lights, etc...
