Not necessarily.. depending on the condition of the previous coat of paint, and how you had prepared it.

You can always ask the paint shop that supplied your paint in terms of surface preparation.

No not if the walls are painted with Flat paint- and if no extreme color is on the wall- you can clean then paint. If the area is painted in Semi Gloss or gloss, then Prime first. Paint needs something to stick to, and glossy suface does not lend itself to that need- you can buy a deglosser, but best to just prime it- if the walls are rough, you can use Sheetrock primer, it fills all the nail holes and marks well.
As like everything else it depends,one on previous surface,where the repair is being done and why.For example is the paint on the surface peeling?Is this a new surface?What type of paint was used before on the surface,oil or water soluble?If it is new drywall,a primer would go a long way in even covering of the final coat.If it is repair for a bathroom that is peeling and an exhaust fan is in place and working proper,Check for an oil base,however bathrooms can be painted with water soluble paints,check with your paint store or hardware department for right choice.Has the renovations been painted before,if not I suggest a prime,If your final color is latex,I suggest a eggshell latex for primer,where the paint is being used needs to be addresses,damp or an area where a lot of grease or debris collect to paint.Good luck.One other thing came to mind,If the previous wall was done in wallpaper and you removed it,some of the glue could be still behind the existing paint,if this the problem,a simple scraping of the affected area,than with a scrub pad moisten the pad and clean affected area,after which a primer than finish coat.Always be sure to find out if oil base or latex was used previous.Good luck
No, not if the previous paint is in good shape. Washing them with TSP is a good idea, though. It's a cleaner that removes any traces of dirt, grease, etc., and also primes the walls for painting.
