How do you make plaster walls look nice?

Paint it a warm subdued color. it will look better with the uneven surface.
Or prime the wall and float it smooth with joint cement, which involve sanding the joint cement, and trying to keep the joint cement dust out of EVERYTHING, then priming it, and then re patch any imperfections, prime and paint.

You could do one of those textured finishes with a roller. That kind of hides the defects, then paint away!
If you really dislike it, why don't you sand it down so that it is not so rough. You wouldn't even have to make it perfectly smooth just knock off some of the texture. Then paint it a pretty color and hang up some pictures
Take off the plaster. Really. I'm not kidding. It's not hard, but it is messy.
