I agree--the Krylon paint for plastic is a good bet.
As for how to hand them...most vinyl shutters have holes, and you just shoot screws through them. Then, they have little vinyl buttons that cover the screws. It sounds like you might not have these--use a little of your Krylon to paint the tops of the screws to disguise them. Locate a stud, and see if you can screw them to a stud; otherwise get some good drywall anchors. Push a pencil through the screw holes to mark where the anchors are needed.
I've seen shutters mounted inside on the sides of windows, or depending on their size, used to frame a headboard of a bed. If they are tall, they could also flank a doorway, or you could put hinges on them and make a room divider.
