Are there any laws against building a concrete wall right up against your house??

Would it be safe to do it? I'm talking about right up against the house. I'm watching my neighbor doing it right now.. My wife is over there talking to his wife about it and seeing why he is doing it. His house is wooden i think. Couldn't the wall fall back and cause havoc with his house?? Are there laws against that? I looked but couldn't find any..Not being nosy just trying to make sure noone gets hurt.

Check with your local building department and fire department. Some cities/counties require a minimum distance between a structure and any kind of wall, the standard is 5 feet. Most fire departments require this to leave ample room to get personnel and equipment in the space. The local standards in my area are any wall over 4 feet tall requires a permit and must be at least 5 feet from any structure (home, shed, etc.)

Well, yeah. If he doesn't have a permit to build it, it's illegal. It's also illegal if it violates any number of building codes. You would have to check with your local City Hall. They could direct you to the correct office for your concerns, and send a building inspector to make sure everything your neighbor is doing is safe and to code.
You might want to check if he has a building permit or not. I'm sure there are places yolu can call locally to find out

I think you should be more worried about your wife spending all this time with your next door neighbour - the wall building is probably just some sort of excuse to get her over there - they're both pretending to talk about the wall , but can you actually hear what they're saying ? Probably setting up some secret rendez-vous maybe at the builder centre .
Also I would check , as this new house is made of brick and the last one of wood , if he once owned a straw house - if so - pull off that ridiculous disguise he's wearing and expose him as of those three pigs - alternatively get over there as soon as possible and start huffing and puffing .
Call your local building dept. Let them know what is going on and they will send an inspector to check it out. Sounds like he will need a permit to do this and a licensed builder but that is up to your local government.
