If I have a file to sharpen my butterfly(Paddle) bits how to a do that Do I just File down the side or top 2?

I believe those are sharpened from one side. Look closely at the angle of the grind as it is now. It is critical. Using your sharp flat bastard file, just 'touch up' that leading edge from the same side the ground angle is currently on. Not the opposite side.

The bits are hard so you will need a sharp file. If it is not cutting, and you have a grinder, try those. But go slow. A Dremmel tool with a stone in it or an angle grinder would work but again, go slowly. You do not want to get that angle different than it is now or leave the grinder in any one place so long as to overheat the metal. You will need to keep the stone / grinder moving along the cutting surface.

Done correctly, I can't imagine needing more than two or three swipes per side to get them back into shape.
