Whats his face is right.The seals are broken and you need to buy new windows.Even if the moisture does go away the r value of the glass has plummeted.
ONLY ONE WAY DUAL PANED UNITS HAVE A SEAL BETWEEN THEM , WHEN IT BREAKS WINDOWS FOG. REPLACE GLASS TO FIX.
If the fogging is on the inside of the window... that is.. you can wipe it off with a rag, or your hand... then the moisture level is too high in your home, and a de-humidifier will help eliminate the problem.
If the fogging or moisture buildup is in between the panes of glass in a window sash... then the seal is broken, between those panes. Normally, this type of insulating window has argon gas, between the panes, to help reduce energy transmission... keeps the heat on one side of the window better than just regular glass.
If this is your situation, then you need to replace the window pane. Replacing panes with broken seals can cost almost, if not as much, as replacing the whole window... so, call up some specialists, and get some estimates.

From your description, you proabaly need to have the windows reglazed. This is what a glass person calls replacing the glass in a pane or window. The person doing the work is caled a glazer.
Insulated windows are insulated because they have a sealed void between the two panes of glass that are stacked. Some of them use a vacuum but most simply fill the void with a DRY and inert gas like argon or nitrogen.
When the seals fail between the glass plates, outside or inside air gets in them- AIR WITH water vapor. When the temperature changes and hits a dew point, your windows fog.
Now if it is the outside fogging up, you have it too cold in the house! :)
