How do you make a toliet stop running, besides turning the water off to it, Which is what my husband did.?

Adjust the float down so the valve shuts off sooner. If it is the old style with a float on a brass arm, bend the arm down. If it is the newer style with a float that rides up and down the valve shaft, grip the float and turn counterclockwise about a quarter turn and push down a little and turn clockwise until it clicks.
It may be that the chain from the lever to the flapper in the bottom is too short. If the chain is tight, adjust so there is a slight slack when the flapper is seated.
For those that have to "jiggle" the handle, there may be too much slack in the chain and they probably need to tighten the chain a little because it can get wrapped around itself.

you want to make the float lower into the tank. therefore the tank wont keep trying to make the float go up, bend the lever down, just hope its no more problem than this
If your husband had to turn off the water to the entire house, there should also be a shut off just for the toilet under the tank.
We sometimes have to jiggle the flush handle and that will make it stop running. Once in awhile we have to lift the tank lid and can see that something is caught which doesn't stop the water that's filling the tank from running into the bowl.
If you can't see whats caught then you may need to buy new parts, they aren't hard to replace when you buy the kit and the directions are easy enough even for a novice.
There are two possibilities: If the water continues to run into the bowl, the valve at the bottom (the one that raises when flushed to let tank water into the bowl) is not seating and closing off tank water supply. If the tank water is continuing to fill, the float ball is too high and not shutting off incoming water and ends up going out over-flo tube which you can see with tank lid off. Easy to fix, kits and separate items are available at hardware, home imp. and some box stores. Under $20 will do all new in tank parts.
Sounds like the washer or seal inside the tank needs to be replaced. These wear and the result of a worn seal is that the toilet runs. They're inexpensive and easy to fix.
go to your (loco)hardwarestore and get a new float sytem and put in it.or look and see if the rubber flap is closeing frpm tank to the bowl
Even tho the toilet is new the inside mechanisim could be defective, however if the ball float has a plastic arm that you can't bend, try tightening the plastic screw down a bit, sometimes it is just a matter of gettin it adjusted right.
Check water level in tank.If high(past overflow tube) try lowering the floating ball(screw clockwise,bend arm,replace ball(might be leaking in water).If all that fails test balcock( that verticle thing the water comes out of) by raising the float.If raising the float doesn't shut off the water,replace whole unit(about $6 at home depot) OK
