What form of ground cover or flowers will grow lower than cedar trees?

Answers: Cedars drop enough needles that you don't want something too elegant or they'll get buried and die! I've have good experience beside sedum, hens and chicks, and vinca as well as holly but the holly wasn't really invited and kept unchecked will grow elevated enough to compete near the cedar.
