What is the best means of access to close past its sell-by date my feeble roof turbines?

I'd like to try a skylight or I don`t know a non-moving vent. Do you know of any easy to install kit for either of these projects?

Answers:    They brand hoods (a bag) to cover the turbines they also make a foam plug that go inside the turbine.
Passive vents are pretty adjectives there should be eave vent and then vent that mount hi upon the roof they cerculate the air surrounded by the actic space.
A skylight wont move the air but let light within.
Just go to the local home amendment store. These have cap for them.
