Removing plaster from a 10 year outdated photo?

i think its plaster. i remember my father used this stuff when he was fixing the walles, i believe for the holes in the walls. years chronological, my father lost the house to forclosure. now i found the photo we be missing for a very long time. it be one of the pictures they hung up on the living room wall. it looks smaller than i remember.

the photo is in right condition except for the plaster on it. is there any road to remove the plaster without detrimental the picture?

There should be nothing more than plaster dust to business with & a brush should do the trick.
If you try a wetness rag or sponge within is no guarantee the photo wont be damaged bubble or curl up.
